Microphone for board meeting recording

Our public board is required by law to record every meeting. Can you suggest an adequate microphone or set of mics to plug into my computer to record these meetings. I am currently using a reflective microphone system that does not capture the voice as well as the shuffle of papers on the table. Any suggestion will be greatly appreciated.
