Microphone Volume?

I just purchased a Shure WH20XLR Headworn Dynamic Microphone Mic and plugged it into a PA head. You have to turn the volume way up on the PA to get any volume out of the microphone. I plugged it into a Crate amp that I have and same thing. Does this microphone need Phantom Power?
